Results now in...........It is a YES !!!

The votes have been counted and Broadland District Council have published the results of the Referendum.  More than 95% of the votes were YES votes. This is brilliant news! A very BIG thank you to everyone who took the time and trouble to vote.

The effect of the YES vote means the Neighbourhood Plan is now a legal planning document and the policies in the Plan will be used to determine future planning applications in our Parish.

  Aims of the Neighbourhood Plan 

  • To promote positive change that will benefit the whole community.
  • To positively influence development to enhance better design for our existing & future communities.
  •  To deliver additional community benefits.

We will draw from the local community to develop local planning policies which will be used when determining future planning applications for our neighbourhood area.

NEIGHBOURHOOD PLAN HAS PASSED ITS INDEPENDENT EXAMINATION...

We are very pleased to report the Plan passed the examination subject to some modifications.  

These have been considered and agreed by the Steering Group. Go to the [Documents] page  for a copy of the Examiners Report.

Funding

Grant funding secured from Locality and Broadland District Council is helping us to develop a Neighbourhood Plan for the Plumsteads.

Support and a grant from the Supporting Communities in Neighbourhood Planning Programme led by Locality in association with RTPI/Planning Aid England, CDF and partners, available through the My Community Rights website.

FAQs

The referendum ballot paper will ask you to vote “Yes” or “No” to this question:  

Do you want Broadland District Council to use the Plumsteads Neighbourhood Plan to help it decide planning applications in Great Plumstead, Little Plumstead and Thorpe End Garden Village? 

What will be the effect of a “YES” vote?

If more people vote “YES” than “NO”, the Plumsteads Neighbourhood Plan will be used in making planning decisions in our Parish until 2034. 

A "YES" vote means for the next 19 years our Parish Council will be able to use the Plan in their formal consultations on planning matters and Broadland Council will be in a stronger position to refuse planning applications which are not in line with local wishes expressed in the Plan. 

Will having a Neighbourhood Plan genuinely make a difference?

Yes.  Developers must follow the guidance and requirements in the Neighbourhood Plan.  This gives the local community a stronger voice to influence development and improve design. The Plan will also bring additional funding and community benefits to our Parish. 

 

 Why doesn't the Plumsteads Neigbourhood Plan stop the proposed 
Northern Distributor Road (NDR)?

A legal requirement of a Neighbourhood Plan is that  it must confirm to the strategic policies set out at a national level, and those in the Local Plan. 

The NDR is a policy within the Local Plan and has been recognised nationally. Even though our Parish objects to the NDR, the Plumstead Neighbourhood Plan is unable to have policies that may conflict with the NDR.

  • separation of each of our villages from the surrounding areas, especially important for Thorpe End Garden Village !
  • improving housing design -parking, housing types, density, roads and bin storage
  • creation of opportunities for self builders
  • significant increase in money for the Parish for community projects
